The Energy Commission has commenced consultations with architects as it prepares to introduce new energy-efficient building guidelines into Ghana's building permitting process, marking an important step toward creating more sustainable and climate-responsive developments across the country.
The stakeholder engagement, held with the Ghana Institute of Architects (GIA), brought together architects to review the proposed Building Energy Efficiency Guidelines, which are intended to become part of Ghana's building approval framework. According to the Energy Commission, the proposed guidelines are designed to support Ghana's commitments under the Paris Agreement and the United Nations Sustainable Development Goals (SDGs), particularly SDG 7 (Affordable and Clean Energy) and SDG 13 (Climate Action).
Making Buildings More Energy Efficient
As cities continue to expand, buildings account for a significant share of energy consumption. The Commission believes introducing energy-efficient design principles into the building permitting process will help ensure that future developments consume energy more responsibly while remaining practical for Ghana's construction industry. Rather than applying a single approach to every project, the proposed framework introduces three compliance pathways to accommodate different building types and project requirements:
A prescriptive approach, where buildings follow specified design requirements.
A performance-based pathway, allowing designers to demonstrate that a building meets the required energy performance standards.
A certification pathway, enabling projects certified under recognised green building standards to comply with the framework.
This flexible approach is intended to encourage wider adoption while ensuring that all qualifying developments meet minimum energy efficiency requirements.
Industry Feedback Shapes the Framework
During the engagement, architects raised questions about implementation timelines, compliance requirements, and how the guidelines would be applied in practice. Officials from the Energy Commission responded to these concerns, explaining the proposed framework and outlining how the standards are expected to be implemented once consultations are completed.
The Commission noted that this engagement is the first in a series of stakeholder consultations across Ghana's built environment sector. Feedback received from architects and other industry professionals will be used to refine the guidelines before they are formally introduced.
According to the Commission, the objective is to develop a framework that is both practical and commercially viable, while helping improve the overall energy performance of buildings in Ghana.
Learning from Real-World Applications
As part of the programme, participants also visited the Nearly Zero Energy Building (NZEB), where they observed how energy-efficient technologies and renewable energy systems can be integrated into modern building design. The visit offered architects an opportunity to see practical examples of sustainable construction techniques and how they can be incorporated into future developments.
